My English is moderate. My speaking English is moderate.
Could you please advise which of the above is correct? Do you think "English" alone above is broader because it might include both writing and speaking?

The usual term is 'intermediate', but you could use a more conversational phrase like 'moderately good'. I suggest 'My English is moderately good' if writing it or 'My English is pretty good / not bad' if having a conversation.
