Please see the following serially numbered sentences. Please tell me which of them are grammatically correct. If all are OK, please tell me the difference in their meaning. If all are incorrect, please correct them.
1) The policeman prevented me from travelling saying that my department isn't coming under the essential services and I was not keeping an order of the superior directing me to perform my duty. (I am not sure that present continuous tense can be used here.)
2) The policeman prevented me from travelling saying that my department doesn't not come under the essential services and I was not keeping an order of the superior directing me to perform my duty. (I feel that this sentence is correct as simple present tense is the one supposed to use here,)
3) The policeman prevented me from travelling saying that my department hasn't come under the essential services and I was not keeping an order of the superior directing me to perform my duty. (I feel that this sentence is incorrect as present perfect tense is not apt here.)

You want this one insofar as the tense "doesn't come" is concerned. Nevertheless, the part after "and I was not" is a little hard to understand.
