Muster up

Hi,

*'He mustered up enough to go to the horror film.'
a.have good grades
b.gather courage
c.make money

The above sentence comes from an exam paper checking students for meaning of phrasal verbs.
When I read the sentence I was uncomfortable and I felt that 'muster up' had to have an object.What do you think?

Yes.

In addition, the choices would be better worded in past tense.
