must we not abandon sentimental eulogies and begin to give practical advice on the high, hard, lovely, and adventurous art of really creating the Christian family

A sentence: Must we not abandon sentimental eulogies and begin to give practical advice on the high, hard, lovely, and adventurous art of really creating the Christian family?

Could you tell me what you think the writer is questioning?

1. Is it a must that we not abandon....
2. Isn't it a must that we abandon....

I think it is ambiguous at least in isolation. If there's no context, do you think of meaning of the sentence is clear?

Must we not is an old way of saying shouldn't we. You won't find this construction very much in modern writing.

Thanks.

So am I correct in thinking that it means the writer thinks he should abandon sentimental eulogies...?
