Must or have to ?

Find the mistake in following sentence:

1. We should wear helmets if we are going to take the motorcycle. The law says this.

My answer is:

1. We have to wear helmets if we are going to take the motorcycle. The law says this.

Can I use "must" instead of "have to"?
