"Must" is a Verb?

In the following sentence, I know "says" is a verb but what about "must"? (It is a modal auxiliary verb, grammars say; can it also be called a "verb" here?)

The law says we must be quiet after twelve.

Actually there are two verb phrases in the sentence, because it has two clauses.

The law ( subject) says (verb)
(that) we (subject) must be (verb phrase) quiet after twelve.

The verb in the dependent clause is "must be".
