1- She said, "Drivers must follow the traffic lights." (Change into reported speech)

My answer:

She said that drivers must follow the traffic lights.

Is it correct to say "She said that drivers had to follow the traffic law" ?

Is there a certain rule concerning the use of "must" in reported speech? I would appreciate it if you gave me an answer.
