This means that the person concerned was not told about the newer developments. The person was kept in the dark over the issue.

There may be other applied meanings, but in north America, the "mustroom" reference is usaully referred to a scenario, in which someone is treated with little respect and unimportance, and this ususally happens at a work place. Mushrooms are usually grown in damp and dark placed. "being keep in the dark and fed sh*t " is the typical metaphoric expression to describe being treated with disrespect,
