Multiple choices?

People are naturally concerned about the polluting effects of energy sources such as oil or coal. Wind farms are the answer. With their enormous rotating blades, these huge machines are becoming more commonplace in certain regions of the world. Yet for some people, they are an unwelcome feature of the landscape.


This is a fill in the blanks question on a website and there are some possible given answers for each blank. There are two choices in my opinion for the highlighted blank which are " effects and damages". The website prefers effects over damages, I wanted to know if the answer is valid or there are some other reasons behind this choice?
