Multiple Choice Question?

Hi all

They claimed they ______ the law.

A. haven't broken
B. were not breaking
C. hadn't braken
D. wouldn't breaking

I think correct option is B. But does it sound natural to you? (for native speakers)

Could we use "hadn't broken" instead of option B? Option B is in a progressive structure so I'm a little bit confused. Thanks.
