"Why not?" normally follows a negative statement. For example:

-- "I'm not going."

-- "Why not?"

"I find it strange that he spends so much time reading" is not a negative statement, so "Why not?" doesn't really work. Have a look at the other choices.

"Do you really?" works fine for me, and I assumed it was the expected answer.

(However, "What for?" is arguably also possible, in the sense of "What is he doing all that reading for?" If there's supposed to be a unique answer then it's a bit of a rubbis

You use "what for" to ask what the purpose of something is. It's quite synonymous with 'why'.

A: Can you show me your left foot?
B: What for? / Why?
