William is a first name; Williams is generally a last name. If the correct name is Mr. Williams, then it should be:

Mr. Williams' brother's dog sat on the counter.

If the name is actually "Mr. WIlliam," without an "s," then your version is correct.

I meant Williams, so you're of course correct that the first apostrophe should be after the s. Thank-you for clarifying the use of the second apostrophe, it looked odd to me.
