1/ I think D also has problem. "fundamental" followed by "to" functions as an adjective, is it right? but here we can't use an adj, we need a noun. if so, should it be changed into "the fundamental of"?

2/ the line is only below "concerning", not "with".

No. Using 'fundamental' like this is fine and common. Think of it this way.

B. 1/ actually, when we did this sentence, most of my classmates and I chose C. But the key is B. Maybe it was really poorly written as you thought.
