Much vs. a little

Hi!

I read the following question in a TOEIC book:

"2. The CEO has ______ influence on the mayor's decision, but not enough to make a difference.

(A) various

(B) much

(C) several

(D) a little

(Answer: D)"

Do you agree with the above that D is ONLY correct?

How about B, 'much'?

We're talking about a low threshold here.

He had some influence, but not [very] much.

"Much" is usually considered "a lot." If the CEO had a lot of influence, he might have changed the mayor's decision.
