Much too absent

Hello

Which one do you think is correct?

He doesn't attend his classes often. He's much too absent.
He doesn't attend his classes often. He's too much absent.
He doesn't attend his classes often. He's absent most of the time.

Our teacher who claims to have a PhD in English suggested the first one as the best choice! In my opinion he is wrong and the last one is the best of three.
