It's a comparison of the degrees of fault that each person had to bear for Sirius's death.

She was not to blame to any greater degree than anyone else was to blame, i.e., she and the others were all equally at fault.
And much less than his. = And she was to blame for Sirius's death much less than he was to blame.

Therefore, he was at fault the most, and everyone else
