MoonriseThe verb "ring" is usually used with the noun "bell" like to say :"A bell rings."

"to ring true" is an example of a dead metaphor. It has been used in the language so long that people barely recognize its metaphoric content anymore. It is metaphoric, however, just as you say.

The Oxford Dictionary has this entry:

ring: convey a specified impression or quality.
‘the author's honesty rings true’

'ring hollow' and 'ring false' are also used often.
