movingly?

Hi.
What does "movingly" mean in below sentence?

Ostensibly an occasion to describe and defend the administration’s foreign policy—in particular, its deal to constrain Iran’s nuclear programme—the most urgent question, for many in the audience, was whether Mr Biden will run for president (again). Eventually, and rather movingly, he addressed it.

I suppose "movingly" means in a way that causes strong feeling.
But in the context I can't convince the meaning.
Could anyone please explain it?

I am not acquainted with the man in question, nor whether he is planning to seek re-election, but you are right in your interpretation of ‘movingly’. Strong feeling can be amplified to mean that it pulls at your emotions by addressing subjects that anger or frighten you, that pacify and reassure you, or that seem to convince you of something.
