We generally call a waiter to the table by waving at him or simply call the attention of any restaurant staff. I have no idea what you try to say:

And by the way, a "please" and "thank you" will go a long way...

If you say move, you have to start a new sentence:

If you want to call a waiter, do it with your palm down. Move your fingers towards you.

Or, you can combine the two sentences with and:

If you want to call a waiter, do it with your palm down, and move your fingers towards you.

If you don't use and, you have a mistake called a comma splice. That's when you put two sentences together with just a comma between them:

*If you want to call a waiter, do it with your palm down, move your fingers towards you. [wrong].

When you use moving, you make a subordinate clause that is not a complete sentence, so you don't create the comma splice mistake. You create the meaning while at the same time moving:

If you want to call a waiter, do it with your palm down, moving your fingers towards you.
= If you want to call a waiter, do it with your palm down while at the same time (you are) moving your fingers towards you. [correct]

The -ing forms do not always mean while at the same time. There are many possible meanings, and each case has to be decided separately.
