No. It means to move to the other side of town.
"The other side of town" and "move across town" are both fixed expressions, or idioms.
It doesn't necessarily mean that the move if from one extreme to the other, but it would involve a substantial distance.
Both expressions imply that the people on one side have a different standard of living than those on the other side.
It's similar to saying that someone lives on the wrong side of town, or the wrong side of the tracks. (railroad tracks)

You've picked an unlikely and impractical illustration, Hublot. In your first example, it's 67 miles from Pomona to Malibu.
The city of Los Angeles takes up about a third of the area of the county of Los Angeles, as you can see on the red map.

There are 88 incorporated cities in L.A. county, and the city of L.A. comprises many "towns" which have their own names.
I live in the city/town of Tujunga, which is just inside the city limits of the city of Los Angeles, at the north end.
Within Tujunga itself, one could speak of moving across town to find a "better" area.

No, it doesn't. It means to move to a different neighborhood within the same town.

It's unfortunate that you chose Los Angeles as a model.
Los Angeles is both a city and a county. The city is huge and the county is "huge-er"!

Your question as applied to Los Angeles makes us ask "What is the real definition of a town and of a city?"
My post office address is Tujunga, CA 91042. But the town of Tujunga lies within the city limits of the city of Los Angeles, as do many other towns, such as Hollywood. West Hollywood, on the other hand, is incorporated as a city, and is therefore not part of Los Angeles. North Hollywood, on yet another hand, is part of the city of L.A.
Terrible example!
