mouth platitudes

Milosevic doesn't mouth platitudes about it not mattering who scores as long as the team wins.

Could you tell me what the word `mouth' means in this sentence? Perhaps, rephrasing the sentence would help much more than the only explanation of the `mouth'.

Thank you.

But still I cannot understand the bold parts. Could you explain it?

It really doesn't matter who scores (a goal). What really matters is that the team wins the match.
