Most unlikely and the past tense

Can we use "most unlikey" with the past? Like, for instance:

"He wrote him today. But it is most unlikely that he wrote in longhand."

Or it can only be used like this:

"It is most unlikely that he will write in longhand."

thanks in advance!!
