Could you please tell me which word is more suited in the following sentence "are" or "were"?

ARE is not wrong, but it implies that they all continue to be nice to you in the present time.

What if some of them were nice to me in the past but are not in contact with me anymore while some are still in contact with me and are just as nice as they ever were..... what am I supposed to use in that scenario?

You need to reword a bit more explicitly. eg Most people I have met in this city were nice to me, and some of them have become my friends.
