Most of the city or majority of the city

Which of the following sentences is correct?

1) The electricity/power has gone out/off in the majority of the city.

2) The electricity/power has gone out/off in most of the city.

By the way, does the electricity/power go off or does it go out?

Also, in your own words, how would you express the concept I have tried to outline in the two sentences above?
