Shoud I say (a) 'the general public is most concerned with the jury system's...' or (b)'the general public is most concerned about the jury system's...' ?

The sentence was cut short.

'With the cost of running the jury system amounting to over eight million dollars last year, the general public is most concerned by the jury system's efficiency (have since decided to change to 'the costly nature of the jury system'), as confirmed by the Institute of Criminology'
