In the self-help book about concentration the author writes:

The lower area of the brain is the store house of the energy. Most all persons have all the dynamic energy they need if they would concentrate it.

Does "most all persons" mean the same as "most persons"?

And does the whole sentence say: If people would concentrate their dynamic energy they would find out that they have it as much as they need it?

I find "most all persons" to be a questionable use of standard English. "Most people" is the normal, standard way to say this. Most people, claims the author, could have all the dynamic energy (whatever that is) they need if they knew how to bring it all together.
