More verb agreement

Emotion: hi Hi, Hello everyone.

More than one billion is needed to bail out the country.

More then three billions are needed to bail out the country.

Are the verbs agree with the subjects?

More than one billion people are unhappy today.
More than 1 billion dollars is/are needed to make them happy. (It depends on how the speaker conceives of the cash-- as a lump or as a lot of doll
