I want to know the exact meaning of more/less than and over/under. If we say something is more/less than particular number, does it include the number mentioned?

You should be more than/over 15 years old to watch this movie.

You can't watch this movie if you are less than/under 15 years old.


Can a person whos is 15 years old watch the movie?

The police found more than 50 pounds of cocaine.

Is it possible to assume the amount of cocaine to be 50 pounds?
