More than [is/are] needed

I have made up the sentences below.

(1) John doesn't know why pens are used more than needed.

(2) John doesn't know why pens are used more than is needed.

(3) John doesn't know why pens are used more than are needed.

Most of my non-native English speaking friends think (3) is correct. I don't know why (1) and (2) are wrong. Please explain that. Thank you very much.
