1. This is more than necessary.

2. This is more than is necessary.

Isn't there a difference in meaning between the above two sentences ?

IMO, #1 means that "this" is extremely necessary, whereas #2 means that "this" is redundant.

I understand what you mean, however it might be more easily understood if #1 were restated as "This is beyond necessary."
