More like justice

I found the following expression from the chocolate shop advertisement.

"A delicately prepared chocolate can make a woman's heart sing, a child's mouth smile, and a crossing guard's whistle taste even more like justice."

What does it mean by "Taste even more like justice"?

Thanks,

Ryo

It's a rather oblique reference. Eating this chocolate will make the crossing guard feel he has even more authority than usual when he blows his whistle. CJ
