Moral brigade, gunning

The State Government on Tuesday imposed a ban on Cheer Girls and serving of liquor during the three IPL matches to be held here starting with the clash between Kings XI Punjab and Rajasthan Royals on Wednesday. A group of cheer girls has already reached Jaipur and had even performed in a city hotel. The moral brigade has long been gunning for the Cheer Leaders. The Union Sports Minister MS Gill had also openly criticized the IPL for indecent dances of scantily dressed cheer girls.

Please explain to me the emboldened parts. Though I guess "moral brigade" means "The group of people who expects moral"
