Hiya Taka, It sounds to me that 'skimming money' is diverting it from its normal destination and intended purpose ; with the notion that one would do so by only taking a percentage of the amount on its way to wherever it is going, but probably on a routine basis.... Which means in my humble opinion that it does not necessarily equate to tax evasion ; since it is not necessarily a matter of cheating on / stealing from the government (specifically the Internal Revenue Service for instance). Waïti.

You can avoid taxes through legal means. Evading taxes has a definite illegal connotation.
