None of them, really. The only one that makes any sense at all is 'thirst', but that emotion is too naturalistic for something as non-sentient as 'The Government'.

None of them, really. The only one that makes any sense at all is 'thirst', but that emotion is too naturalistic for something as non-sentient as 'The Government'.

Thank you, Mr Mister Micawber! You're quite right, the answer is C. (I don't quite like it either for the same reason you mentioned)

But for what reason D is wrong?

'Guidance for' just doesn't seem to make sense as a description of specific government actions.
