If you want to post again, can you please try to get rid of the 'special formatting characters'? They make it almost impossible to read what you write.

what words can modify too? according to the Heineman, much, far, a little, a lot, a bit, rather can modify too. These all seem OK.

can "very" modify "too" No.

OK, here's what I think. A lot of the places you might find this written are using outdated, old-fashioned English, as in this example. I guess you might hear 'quite too ...' in spoken English today, the odd time, but I wouldn't recommend using it in your grammar exam.

Interestingly, it sounds to me more acceptable in the negative. eg

He arrived
