Modifying only happens to the cloesest one?

Modifying only happens to the cloesest one?

Or is it possible for adverbs to modify main verbs or other verbs separated from adverbs?

He decided to stop smoking yesterday.

Here in the sentence, I think that yesterday modifies decided or is the sentence unnatural to use? Or does yesterday modify stop here?

Or could you give me good examples showing modifying happens to not cloesest ones?

Thank you so much as usual in adance!
