Modifying a object pronoun

Hi,

I think the case for all these below can be sum up as the distinction between modifications by an essential and non-essential elements. What do you think ?

1. This bag must be given to he who arrived at the store first.

2. This bag must be given to those who arrived first and second in line.

3. This bag must be given to him -- no direct modification possible?? It could be modified by placing a non-essential phrase or clause preceded by a comma like this??

This bag must be given to him, who was first to arrive there.

Or it could be written as this without a comma??

This bag must be given to he who who arrive first.
