Modifies one or both?

Hi. Is is OK to swith the order of the two adjectives underlined when the adverb "very" can be interpreted as modifying both, "noisy" and "uncontrolled," like no. 1 and not like no.2? By putting the word "uncontrolled" before the word "noisy," like no. 2, I believe we can make it clear that "very" only modifies the "noisy." Thank you in advance for your help.

1. in a very noisy and uncontrolled way
2. in an uncontrolled and very noisy way
