Modifiers — City/State and Full Date

Does the full date (functioning as an adjectival modifier) work in the sentence below?

The 4 June 2000 issue of Newsweek sold an unprecedented five million copies in two weeks.

How about when a city and state function the same way? Punctuated satisfactorily below?

The Sarasota, Florida man was arraigned on Wednesday.

The Lancashire, England rock band debuted on David Letterman.

I'd put a comma after 'Florida' and 'England'.
