Modifier usage

Hi guys. I saw this sentence in a news article just now and couldn't figure out the grammar structure of the "which" clause. Can someone please explain it?

Your administration also hasn't taken any initiative to resolve the Rohingya crisis, which has seen massive atrocities being committed against hapless people and hundreds of thousands of victims displaced
