Is the phrase "in Asia" an adverbial or postmodifier of manager?

Sorry, I misread your question.

Since there is no verb, the only possible word to modify is the noun.

She is the best manager working in Asia. (Adverbial)

She is the best manager working in Asia. (post modifier reduced clause)
