what if I put it another way? If the writings of natives are regarded as the top level of the scale, what do you rate the writing with these expressions? native, near native, non-native?

or if you read writings with these expressions, would you think of reading a non-native writing? or you might think they might belong to some writing styles, or some styles that used to be quite popular but become out of favor gradually.

That is a very subjective request. Don't be surprised if you get contradictory responses. Here are some quotes from a selection of very famous English authors, whose writings would likely be considered "out of favor" today:

Whenever I find myself growing grim about the mouth; whenever it is a damp, drizzly November in my soul; whenever I find myself involuntarily pausing before coffin warehouses, and bringing up the rear of every funeral I meet; and especially whenever my hypos get such an upper hand of me, that it requires a strong moral principle to prevent me from deliberately stepping into the street, and methodically knocking people’s hats off—then, I account it high time to get to sea as soon as I can.
