Assuming you're taking "approach" as the head of this NP, yes.

What NP are you referring to?

There is no NP.

The entire sequence royalist or not, it’s hard not to be moved by this celebration of the Queen would not normally be analysed in a tree diagram, but simply labelled as a 'quotation' or such like.
