As the sentences stand, no, but it is better fronted (#2), since otherwise, we may think that they were in danger of falling only during the 50s (#1).

No, not with that prepositional phrase. In other words, there is little danger of "falling during the 1950's" being taken as a single unit of meaning, if that's what you are concerned about.
