Hi, please help me.

"The United States apparently intends to enhance cooperation with Japan which operates a large number of nuclear reactors and plans to expand exports of nuclear power plants overseas."

Which does the black-faced phrase modify, "operates" or "enhance"?

As I read it, it's Japan that operates and Japan that plans to expand exports, but truthfully, that would require a comma after "Japan."

It's possible that the US intends to enhance cooperation and the US that plans to expand exports.

Not a great sentence.
