Modification

Greetings. I have a difficult question about the sentence pattern: "the+comparative..., the+comparative..."(eg: the more you practise the better you get.) to ask you as you're native speaker. I'm confused that what's the relationship in syntax between the former clause and the latter clause. Are they parallel or in relation of primary and secondary? It appears they are parallel in syntax but are in relation of primary and secondary in semantics. What exactly are they?
