Modification

Hi, teachers. Please help me.

”Belief in a cause is a source of happiness to large numbers of people. I am not thinking only of revolutionaries, socialists, nationalists in oppressed countries, and such; I am thinkng also of many humbler kinds of belief.”

"In oppressed countries" modifies only "nationalists"? Or "revolutionaries" and "socialists" as well?
