Moderate to good / through out

"The entire nation will have moderate to good quality of air through out the day."

moderate to good

Is adjective to adjective a possible structure. If so, how can I understand it?

through out the day

I have seen throughout the day but never seen through out the day, so is through out possible and is there a meaning difference between them?
