Hi would appreciate advice on instruction issues by a government authority which has resulted in debate. The document states "A copy of this letter should be given to each Warehousekeeper where x holds and account and/or intends to store excise goods."
The issues raised are that 'should' is advisory, whereas MUST is directive or instructive, and there is no agent identified in the sentence. I would really appreciate any views. Does this sentence order x to carry out this actions?

Hi,

The red part does not seem to make sense.

Is there a typo? Should the sentence be like this?
