Do we need "would" in the following sentence?
"I would think you can get a new dress".

In this context, I intend it to convey an opinion but not about the past.

Not exactly. "In my opinion," is just "I think (that)". No "would".

In my opinion, it's going to rain today. ~ I think (that) it's going to rain today.
